It can be hard to get started if you're on your own. You can try to meet some Koreans living in the Korean section of your city, and I'm pretty sure you will find some that are nice enough to teach you a few things. Then it will be easier to watch Korean TV shows, or take courses on-line etc. Also, try to do the everyday things in Korean - like read the news or the weather everyday until you understand it. Then you can move onto more complex things. The same is true for any language that you want to learn.

The easiest and best way to learn Korean is through watching Korean t.v. shows. Most Korean shows in U.S. have subtitles and it's available for free in major cities. Check your local channel listing and if you can't find any Korean channels look for nearest Korean market in your neighborhood. 9 of 10 times you'll find Korean video stores with pretty entertaining t.v. series as well as new movies.

My friend learned Korean by watching the soaps on the Korean channels and he was speaking the language fluently in a week!
The Rosetta Stone computer program is excellent as well.

There are tapes available at any book store or library that you can learn any language from. You do not need a Korean to teach you.

Honestly, the best way to learn any language is to "submerge" yourself in their culture. I went to school in France for a while, and even though I took two years of French in the US...it didn't mean squat until I lived there.
