I think R.A.B. was Sirius's younger brother Regulus Arcturus Black (Arcturus is a family name - his grandfather's; J.K. Rowling donated a handwritten Black Family Tree to be auctioned for charity that showed this.)
I believe that Regulus was named after Arcturus instead of his Uncle Alphard (while possible, I think it unlikely) because Alphard, like Sirius was an embarrassment to the Black's for being a *good* in a family of Dark wizards. That is what got them both blasted off the family tree. Alphard was probably always a good guy, which wouldn't inspire a Dark witch like Walburga to give her son his name. Her husband named Regulus after his great Uncle Regulus, so he probably chose the middle name in honor of his grandfather, Arcturus. That way, both names came from "admirable" Black family members.

I think Kami is right. In Holland the letters are changed, and the only possibility of this person RAB should be the brother of Sirius. The translater of HP (to the Dutch version) should have asked this to J.K. Rowling. Otherwise the story wouldn't be right.

I think his middle name might be Alphard--Sirius referred to Alphard as the one uncle of their who liked him, and we've already seen the middle-name-after-uncle pattern in Ronald Bilius Weasley.
Oooor I think WAY too much about Harry Potter.

I think he's someone related to Sirius. RAB might stand for Regulus A. Black.
