BORDERS, BOOKS, AND CAFE. That is where I buy my ALL my international fashion magazines, even the Men's Vogue (Vogue Hommes).

If I were you, I would go online, and if they have a French website (and you know French), go to it. Surely on their website you can have the magazine sent to you, though they'll probably charge you a million dollars to do it.
But if you want the magazine bad enough, that's the best way to acquire one of these foreign magazines, outside of maybe a foreign friend or acquaintance who might have one.
