I'm just confused as to what goes on & if there is some sort of "rule book" that has to be followed, or if each organization basically can do its own thing? Help is greatly appreciated. Thanks!

Players under contract can be traded at any time (except for the few with a no trade clause). A restricted free agent can field offers from other teams, but his current team can match that offer, or beat it and retain him. An unrestricted free agent can field offers from all teams and has no obligation to stay with his current team no matter what the offer. That's why (normally) good players are offered raises through contract extensions before their date of free agency. Hope that helps you out.
