The game is rated to be suitable for teens so it's fine for most 13 year olds. I know of many adults (I'm one) that play the games, including doctors and engineers (male and female) and they play the games with their kids - one plays with their five year old sitting on their lap . I have the games and know lots of kids that play it. They write stories and take pictures of their sims to illustrate their stories. They build beautiful houses and furnish them. They learn useful computer skills.
If you're worried about nudity, it's far easier to make barbie dolls nude and a child can give them actions that are not possible in the game (because actions in the game are programmed), and in the game they don't have the naughty bits but a blurry code that covers them up. Things like making a baby are all vague and mysterious with the baby popping out of a spinning plumb bob. The mother has to take care of herself and if she doesn't have money or a job or other source of income, doing it alone is a real hardship, just like in real life. They probably see more 'adultish' action on TV or at the movies. It's just a cartoon in the Sims.
In the game, it is designed to protect babies and children that are made in the game. The kids in a family need to go to school and get good grades or the game social worker comes to take them away from the abusive or negligent family forever. (those kids can then be adopted out to loving parents). Bills need to be paid and the Sim needs to have a job to gain money, advance in their lives to grow old and get a platinum tombstone. So the family values are there in the game.
If your child makes a sim family and is remiss about getting the sim kids responsible and the parents have good relationships with their kids, then the sims will often have a lot of stress. They need to learn to cook and clean and have other skills. It gets harder to play the game with stressed sims! It's easy to get attached to these sims so often a person tries pretty hard to learn to do it right. Gamers often try to cheat to get around those family values (and they can) but it's not part of the game design. People that want things to come easy and take shortcuts often get bored with the game.
So the basic game is a family values game with weird things thrown in like alien abductions, nervous breakdowns come with a doctor and a social bunny to cheer up stressed sims.

Well my 13 year old daughter plays it,but she isn't aloud to make her Sims make a baby or do the woo,woo,or whatever it's called on the Sims.If she wants to let her Sims have a child,she can ring up the Adoption agency,or create a baby for her Sims at the start of the game.

Hey sister....it's ok.....the game is no dirty nor violence......its basically like having a pet tamagochi....except in this case, you get to take care of virtual humans. C'mon.......the only sexual thing they can do in the game is to kiss.....thats all! And if your kid decides that the couple should have a baby....... they would kiss and a baby would pop out! (with no sexual stuff or labour!). Then your child would have to be in charge of the daily life of a family he or she created. Trust me...... but be aware that there are cheat codes to the game which you might not want your child to know. other than that.....i'll say its fine.... Cheer up Lady! (^_^)

Yes, it's a pretty tame game. It's really neat- much more 3D and more options than the original Sims. All my children play the hell out of it- my youngest is 7, my oldest 14. They love it!
