You know, I've been drunk many times but I've never had the desire to shoot any pets or people. You have a serious problem, not just with drinking but with violence. Let me guess- you were pissed off that it was barking a lot and you lost your temper?
You should seek help. The next time it won't be a barking dog. It may be a crying baby, or your girlfriend yelling at you.

Yes, be honest and own up - best policy in the long run. If she finds out some other way it will make her reaction 10 times worse.

I wish you would of gave more details, but it sounds like to me, first off, you have a definate drinking problem, and second, be honest with your neighbor before she finds out some other way and you turn out to be the "real" bad guy.
