If you are getting the same pop-up ad from the same place no matter where you are on the internet, it means your computer is severly infected. Probably with a trojan that is "phoning home" to deliver you this advertising.
Pop-up blockers only work on single web-site
popups, they seldom work on infected computers.
Here is a good a free procedure to clean your computer of all malware.
1. Scan for virus and remove (free online scan) with BitDefender

2. Scan for trojans and remove (free online scan) with Ewido
http://www.ewido.net/en/
3. Scan for ad/spyware and remove (free download) with Spybot Search & Destroy

Go to www.ewido.net and download the virus software. It also protects against any viruses that may want to enter your computer. Most pop-ups are the result of a virus, trojan, or tracker in your system. Get rid of that and you will get rid of a lot of problems. Oh, yeah, its free.

You can get a free popup blocker at panicware.com.
Also clear your temp files. Download and run Lavasoft's Ad-aware. It's free too.

If you are using IE
Left click on Tools
Left click on Internet Options
Left click on Privacy
Make sure the box in front of Block pop-ups is checked
(Left click on it if you don't see a check mark)
Left click on OK
If anything breaks you will have to override those sites
that require you to allow popups in order to use them.
To do this,
Left click on Tools
Left click on Internet Options
Left click on Privacy
Left click on Sites
Type the domain name e.g. yahoo.com then left click on Allow
When you have added all of them left click on OK
Left click on OK one more time
Close then reopen IE
