Bacteriophages, streptomycin and copper containing compounds are commonly used to control bacteria. In conjunction with those, cultural controls (like controlling watering and removing plant debris) are also highly recommended since bacterial diseases are easily spread through water and can also remain in debris.
The term pesticide encompasses ALL chemicals used to kill pests, including insecticides, fungicides, herbicides, nematicides, etc... insects, pathogens, weeds, are ALL pests!
