It's at the site-owner's discretion to allow the general public to make comments or to just restrict that priviledge to people on their friends list. In the latter case, most sites have the little wink, smile, etc., "comments," (which, really, I don't get, because why would I wink etc. at a person who doesn't want to hear anything out of me!).

They can set the options to use the comments only friends by friedns or friends only or only me (private) etc...

it depends on their setting, NO one can go to mine unless they are listed in my network than their friends can see mine
