If you want to go the traditional publishing route, I'd highly recommend finding a literary agent first, for two reasons.
First, it will make it much more likely that publishers will actually read your manuscript. There are so many aspiring writers out there nowadays that they rarely even open submissions that are unsolicited and don't have an agent. An agent can get your foot in the door.
Second, you will want someone to negotiate your contract for you. Unless you are a lawyer, you probably don't have the training to deal with all the fine print. An agent can get the best deal for you and protect your rights. Remember, a publisher works for themself, an agent works for you!

And stay away from vanity presses unless you only want copies for friends and family! You should NOT have to pay a publisher or agent up front. They get paid when your book sells!

There are many publishers out there that are looking for quality manuscripts. Your best bet is to search online. Look up terms like: children's book publishers, fairy tale publishers. Make a list of publishers that are accepting manuscripts like yours.
You'll have to consider whether your book is to be illustrated or not. If it is, then mention it, but don't provide illustrations. Publishing houses usually have their own illustrators.
The other thing you should do is pick up a copy of the 2007 Writer's Market. You should be able to get it at Chapters or Barnes and Noble. There is usually a very comprehensive listing of children's book publishers (and many many other publishers as well).
Also, you may want to try to get a few of your stories published in your local newspaper, a school newsletter or magazine. This will give you a writing credit at least.
You could print off your story and offer to read it at a school or library. This will give you valuable feedback on the story...straight from the kids. Of course, you won't have picture to show them.
If you do not know the business of writing, I suggest you take some course, read some books on writing and publishing and learn how to write a polished query letter. Then start sending them off.

Any publisher will publish anything if you pay them enough. Getting a book published cost $5,000 about 10 or 15 years ago.

Get a literary agent, he or she, can pitch your script to publishers. Also, you may want to purchase a copy of the book" Writer's Market." It lists agents and publishers.
