Place foil wrap in a pot.
Add water and boil your silver in there with baking soda.
My mom has been doing it for years. works great.

i have the best solution 4 this problem!
fill ur sink with hot water and add some baking soda (i sometimes use baking powder if i can't find the baking soda). add some vinegar as well. then take a piece of aluminium foil (like the ones u use to cover roasts etc.) and put it into the sink- i normally put an A4 sized piece of aluminium foil and then put the cutlery on top of it so that the foil doesn't float back to the surface.
keep the cutlery like this for abt 45 minutes. then rinse the cutlery in some cold water and dry them wit a soft napkin! Then leave them to air dry. don't let them air dry without drying them with a napkin cuz then u will get unflattering water stains on ur gorgeous silverware :D

Six Second Silver Cleaning:
Run about a quart of hot water into your kitchen or bathroom sink (cool enough not to burn you). Dissolve 1 tbsp. washing soda* (or laundry water softener) and 1 tbsp. salt in the water. Place a sheet of aluminum foil on the bottom of the sink and place your tarnished silver on the foil. The silver that's both touching the foil and covered by the water should become clean within 10 seconds. If badly tarnished, rub silver with a cloth after removing it from the water. Works on silver and gold jewelry, too.
*Or, next time you boil potatoes, cool the leftover potato water and dip your tarnished silverware into it.

I know of two ways to clean silver. The first, the traditional way, is with a silver polish, and the second, is to polish with baking soda. You need a bit of water and the baking soda, then dry each piece thoroughly right away. That is the most economical. Oh, and lots of elbow grease. :)

the super market has heaps of silver cleaning stuff
I only know the name of Silvo, but there are better & easier ones like some sort of mats you put in the water along with the cutlery
but that wouldn't be any good for the handles i don't think

You might want to try plain old fashioned tooth paste. Not the gel.It has worked for me on numerous occasions Good Luck !
