You will have to disable your Pop-up Blocker. This might come as part of your anti-virus software or be part of another piece of software such as Yahoo!Toolbar.

Depend on the level of pop up that you require, If you're visiting a page and click on something but it is blocked, hold down the control key and click it again, it will open. If you want from a particular site, click the yellow bar that appear at the top of your page and click "allow pop up from this site. If you want all pop up, in I.E, go to tools, Internet options, privacy, and uncheck the "block pop-ups" box

Am I understanding you correctly -- you want pop-ups?

On the Yahoo toolbar, click the "Pop-up Blocker" button, then clear the checkmark in front of "enable pop-up blocker."
