It depends people think modern art is art so i would have to say yes. Especially if there are techniques that makes the photo original then I would lean towards art. But for the average camera user then nope

Yes. The medium is a camera and the personalization of each piece is the photographers viewpoint, lighting, composition, focus. Photographs have moods and can inform, offend, inspire, and document.

Painters use a brush and paints (oil, watercolor, pastels etc.) Sculptors use clay or marble or wood etc. Fiber artist use fibers. Photographers use cameras; 35mm digitals, 2 1/4, large formats, cell phone, camera obscuras, 360 degree cameras and moving pictures like film.

A photograph is like a one second movie and no one argues that film is not art.
