First I would go to start/run and type msconfig and push enter. Open the startup tab and click off any programs you dont need at startup (which should be most). This helps the computer from running any buggy programs, if there exists any. And for the DLL file, I suggest trying to find the dll file it says it needs on www.dll-files.com and placing it in the correct folder.
Most of all, try to recall what you or your computer was doing everytime your computer crashs. The easy answer is always "reinstall windows" but this sounds like it can be fixed easily.

If possible, try starting up in safe mode. Select the option that says "use last know settings that worked". If this doesn't help, try starting up in safe mode again, select option #3, then run system restore from a point you remember your computer working correctly. Using safe mode allows your computer to run with only the absolutely necessary programs running, which should give you some time before you freeze up. While in safe mode, you should be able to access your control panel and your computer. You might want to click on your computer, then properties, then run a check disk with repair. This will take a long time, but it might be worth a shot. Good luck.

I would reinstall windows or you could see if your computers wbsite has the file or a copy they shpuldn't charge like if your computer is a dell go to www.dell.com and they should have everything there or if it is a compaq like mine I went to www.compaq.com and they have fixed all of my problems for free. It takes a while but it worth while. I hope this is somewhat of a help to you.

I suggest you to backup the files, specially the files within My documents. It is probably that they're on C:\documents and settings\YourName. Backup other user accounts you have created.
You could try to troubleshoot the errors but it will only make you spend your time.
Reinstall your copy of Windows.
