This website is good. It has some great ideas, but mostly I like the fact that the person writing it has a nice attitude and knows the craft.

www.creatingkeepsakes.com is a great site. I subscribe to that magazine as well as Simple Scrapbooks and Scrapbook Answers. The latter comes with a CD- or DVD-Rom full of cool stuff like background papers that you can print or use electronically, free fonts, programs to download and use free for a limited time.

I also flip through regular magazines and look at the advertisements. There are a lot of neat ideas to scraplift. If you're feeling less-than-creative, you can always borrow an idea from an ad -- a graphic artist has already done most of the work, you just need to copy it!

Click on "Community" then "Gallery." Voila! Scrapbook pages from all different styles and levels of scrapbookers.

I get inspiration from colors and patterns I see in every day life. Whether it's my daughters outfit or an ad in a magazine, if I like something I make a mental note of it, or jot it down. Pick your pictures you want to scrapbook and jot the first thoughts that come to mind about titles/themes for your pages.

On the DIY network there is a show called scrapbooking with Sandy Genovese. If you don't find inspiration from her show than I am at a loss for suggestions. This show would make ANYONE want to start scrapbooking.

your memories, your family, friends + natural beauty of the world = all the inspiration you'll ever need.

when it comes to expressing your feelings about the above, let your mind go. scrapbook as if you were a child again. i think the suggestions from other answerers are great as resources, but you can have all the resources in the world at your fingertips and still not create something to your satisfaction.
make sure your workspace is organised correctly. spend time and money on organising that with boxes and labels and a system.
its also important to be able to leave your project 'as is' when you are interupted and go back to it at any time.
try not to get it exactly right or perfect.
just let it flow.

Basically remember what pictures you have when you walk onto a craft store (my favorite is Michael's, get their sales flyer and coupon). Just look at the little add on's and paper. Ribbons, wire, beads and stickers are quick ways to make a page better. Use your pictures to help decide what colors would look good. .....I could help more if I knew what exactly was your roadblock.
