I cant find a fuse/relay box under the hood. There is one in the glove box. I unplugged one at a time, but the fuel pump still came on each time(when turning on the key) Auto parts stores are even confused.

fuel pump relay is in glove box. Fuel pump should engergize for ten seconds with key on engine off.
If it stays on, the relay is stuck on either by the relay itself or power not shutting down to the relay which is command thru the ignition switch via the pcm.
I have also seen shorted oil pressure switches on that engine causing your complaint.
The fuel pump is wired from the ignition switch thru the relay via the pcm and has a safety circut tied to the oil pressure switch to shut down the engine in case of oil pressure loss while running
