Intel Core 2 Duo E6300 1.86GHz
Kingston 1GB 2x512 pc4200 ram
ATI Radeon x700 PCI-E

I want to know what is the best video card for around a maximum of $300 including tax, or shipping that I can get for gaming.
My power supply has 1 12v rail with 20amps 400w.

For your 400W power supply and $300 budget, a single GeForce 7900GT would be the perfect fit and the max I would recommend with your current setup.

Also, thank you for providing your system specs... It makes it much easier to answers these questions. ;)

Well, this really comes down to what you feel you need to have after all. Are you using your PC for a gamming computer or for a work computer? Do you attempt to do any high end graphics work on the system? If you do any of the above then you are going to want to go with something like any card that has at least 128MB or on board RAM but preferably around 256MB or on board RAM. Nivida is my favorite cards, because you can get decent priced cards like the GForce that run like higher end cards. If your not really into the high graphic games and such then I would simply consider any card that has 64MB of on board RAM, generic or not.

You can actually get the 7950GT which is right at $300 and it will work with you power supply, although I would suggest in the future you upgrade the power supply, 400W is really not going to be enough in the future.

nice choice with the core 2 duo they are the fastest right now.........but i would get a nvidia 7900gt or a 7950 GX2. The Gx2 is pushing the limits of video cards right now, you get incredible frame rates. The 7900 is a top of the line card to. One more thing NEVER STICK WITH ATI. Nvidia is proven to be almost 2 times better with almost everything compared to ATI

you can get x1900xt 256mb for $236 from newegg and use the extra money to get better PSU,or 7900GT
