What gardeners usually do is cut the existing lawn really short, then put out seed, then top with fine mulch(Please don't use steer manure-it has too much salt). I wouldn't fertilize until the new grass has been mowed a few times.

Winter rye is used for green manuring to increase soil fertility.After harvesting your vegetables spread well rotted compost on prepared garden plot, dig in, broadcast seed sparsely and then rake it in.This can be done the same day.The growing plants fix nitrogen which is released when the young plants, preferably before flowering, are dug in and have rotted down for the benefit of the following crop.

Put down a starter fertilizer and then seed. It will say on the bag starter fertilizer or somewhere on the front of the bag it will say something like "ideal for seeding".
