I wouldn't say that we're stupid, although there is still no shortage of progress to be made in science & technology.
Rather, I would say that we are lacking in wisdom. We are still quite immature as a species, letting our emotions get the better of our reason. Many humans still feel the need to believe in god-figures, and be ruled over by governments themselves run by very imperfect humans. Humans can be very doctrinal and ideological creatures; this stems in part from a feeling of insecurity regarding the world around us, that compels us to think "the world would be a better place if only everyone else would adopt my religious and/or political views."
And yet, we are indeed a step above the other animals. Humans are not _entirely_ creatures of emotion and instinct. Some of us have actually grown rather adept at viewing the Big Pictures and not letting our emotions rule our judgement. Some have developed a more mature morality that does not require the enforcement of good behavior by gov't or religion.
Mankind is still a young species. In the lifetime of our species, on average we're not quite adolescents. Some humans definitely seem a bit farther down the evolutionary road than others, though. But I think someday, probably not for another few centuries or millenia, the majority of humans will have moved beyond believing in fairy tales or needing a Big Brother to keep them civilized. Until then, we'll just have to take our place among the rest of the hairless primates and simply do our best to continue to elevate mankind as best we can.

The smarter we get, the more stupid society and government becomes, as well as the public. You wanna know why? As we discover new methods and techniques and discoveries that can influence anyone anywhere, by human nature we tend to use those newly found methods as weapons or tactics against others. But the reason why society and the public is becoming stupider all comes down to parenting; parents are the greatest influence a baby and young child have as they grow up (tv, internet and school peers come later). So is it the parents of the next generation that make society and the public stupider with each generation? Hmmm...a most perplexing thought indeed.

Stupidity is relative. The human race, in my opinion, isn't stupid, it's just...a bit confused. It seems to me that people still believe in the expression "Ignorance is bliss" because most of the people out there don't even wanna know anything that doesn't involve their own well-being. The ones that aren't ignorant, though, are just starting to come out and team up, and I even think their multiplying...let's hope I'm right.
