If you look on a map, the states in question are normally considered to be Minnesota, Wisconsin, Michigan, Iowa, Illinois, indiana. They are in the middle (central area) of the USA and close to the NORTHhern border with Canada
There are states directly below them close to the Gulf of Mexico that are considered to be the south central region.
