Because the immigrants left their origional countries to get away from the unjust nature of the governments they were native to, by creating a Bill of Rights it guaranteed the government would not try to impeed or restrict the rights which were tred uppon by other nations.

to protect the immigrants from being discriminated against because of their culture, language or appearance, as immigrants may seem strange to some people.

They guarentee the rights to all residents of the United States whether they are citizens or not.
