My partners place of employment has been hiring all kinds of new people who do not do their jobs. She works in a group home for the MR (mentally retarded). The people they hire are friends of the administrators and such. She can write these people up, but she says it won't do any good and I was wondering who she can call to file a complaint. These new people they are hiring get paid for doing their homework and talking on their cell phones. This a private group home, but i try to tell her to file a complaint, but she won't because she says they are looking for her to quit. My partner does her job and she does the job of these new people, and she has been working for this group home for almost 15 years. Any help will be appreciated and thank you for reading this.

How about contacting the state? They regulate homes such as these. She can report them for not hiring qualified personnel,etc., and they can pull their license if they don't shape up.

Write a complaint to the person that signs the checks. If that doesnt work, quit doing the work these lazy a$$e$ are shirking. If she is doing the work no one will realize that the others are not the ones doing it. Do only enough to keep the patients safe and healthy.

Check with the state department. This group must be under someones guidelines. If it is a private home then your friend might want to just start looking for another job. Personally I
would stop doing everyone else's job for them and let these
people answer for their own choices.

The group home should have a board of directors. She might want to check whether there is anyone on the board who is sympathetic.
Alternatively, she could become a whistleblower if they are wasting public money or the money of their clients. She might also want to speak to her local representative.
The other alternative is for her to get a new job. It seems to me that she would be a good prospective employee.
It might also be useful if you could advise of which state you live in.

Even if she won't do it for herself, she should at least think about the mentally handicapped that have to live in unfortunate conditions.
There are organization that serve as Watch Dogs for that kind of thing. By not reporting it, it will continue to become a problem.

You just have to keep going up the chain of command. She will know who to trust and who not to trust. But if the company won't help, then try the labor board.

She needs to go directly to Human Resources and talk to them confidentially. If they spill the beans and she loses her job or they begin harassment, she can sue their butts off.
