Include rules about drinking, staying in their own rooms, and always staying with the group. If they go into someone else's room at any time they may be sent home at their parent's expense.
State that because this is a school trip they are subject to all school rules.
Have the student and parent sign it. Be sure that you include a medical emergency form and get insurance information. Include a statement that they will not hold the school or you responsible for illness or injury.
I have taken 5 trips with students to foreign countries and my rule page included all of these things. I never had a problem.
