If you're using them only as decoration, and you're not swimming, you can try attaching fishing line with a small weight to hold them in place. The weight would have to touch the bottom of the pool, though.

Your filter pump causes this. Try attaching a string to it and a weight as an anchor to keep them in position. Dont use lead if you are going to swim in it later. Try a bolt or some other metal object that will rest on the bottom of the pool. If you have a 4 foot pool dont use a 4 foot piece or string, allow a little bit more to allow it to more aroung a little bit without it being pulled under the water.

Since I assume you are not swimming in the pool while doing this you will have to anchor them with some fish line and a fishing sinker so that the sinker rests on the bottom of the pool to hold the candles in place.
