If the Iraqi really want to have a civil war, They'd have peace for about 1 year. The coalition would come to the conclusion the there would be lasting peace and go home. If the peace lasted another 6 months before the civil war the public wouldn't allow the military to return in a timely manor.
The terrorist are worried the Iraqiis may find that they like the wealth they could create with peace.

The libs are too busy spreading lies about the government causing 9/11 and that the Iraqi's don't want us there. All they need to do is ask any soldier and they will tell you 70% of Iraqi want the US to help, and to get out once the job is done.
