Solomon. Moses didn't "reign" because he wasn't a king; he was more of a leader. Saul was the first Hebrew king, but I don't think anyone would claim that a Hebrew kingdom reached it's "height" under Saul. Solomon was the son of David, and when he became king, he took hold of the empire built by his father and "kicked it up a notch" so to speak.
