First of all, it has to flatter you in color and style. Then look for something that's a little different that what every other girl will be wearing. Black, white, silver, gold, and red are seen so much, maybe try a blue, plum, or burgundy to stand out from the crowd.
The dress should be something you are comfortable in, something you can dance in, something that's easy to move in. I would look for something with a flirty skirt, not a tight one. I would also look for one that will stay in place during the night, strapless ones tend to slip and need readjustments. I'm a fan of longer skirts, not minis for formals. I think that mid thigh or longer look nicer, and don't include the risk of exposing too much when you sit or dance. I agree that Deb is a great place for dresses, they have such a great selection at reasonable prices.
Not having any clue about your coloring or body shape, I can only reccomend general styles that look great on MOST people, but you would have to browse around for specific things to suit you.

And unless you are up for homecoming queen, then stick with the shorter dresses. Save the long gowns for proms.

They have waaaay cheap dresses that are cute and formal!

For GoJane.com make sure you go to the formals section.
I bought my dress there for about 60 bucks! :]

I went with a knee length dress because homecoming isn't as formal as something like a Winter Ball. So you can go shorter during this one!

Pick a color that flatters your skin tone. I'm SUPER white so I love going with bright colors like pink to accent my skin tone.

Then just pick fabrics and styles that YOU love. Make sure the style is good for your body type as well.
