Nothing. The market will handle the problem of illegals using "fake" ssn's. (Why do you think illegal immigration is finally getting the attention it deserves--it's costing money).
It was probably not the best idea the government had to begin with, and I don't think we should expect the government to improve on it...

I believe the problem runs much deeper, all persons under the age of 60 need to be individually checked to see if they are cheating the system. Than after that is finished, the Congressmen needs to keep their hands out of the money, need to actively seek Welfare reform
