YES . We are lucky Clinton was not President on 9/11 , or he would have turned the other way where terrorism is concerned , just like he did the first time it raised it's ugly head , during the 1st attack on the WTC . There would be no Homeland Security for sure ; and he would have been embroiled in yet another personal criminal or immoral scandal , and wouldn't have time to protect the nation ( not to mention he loathed the military ) .

At this point there's really not much else to do.
I really feel sorry for whoever comes in after him.....their going to have a hell of a mess to clean up.
