She was totally unqualified, but that really wasnt the reason. The conservatives in the house had long been tracking suitable judges with conservative records and provided a list of candidates to Bush. But Bush broke with their suggestions and went for the old friend of this down the hall. This was a knife in the back of his supporters, and a foolish political move on Bush's part. Perhaps he was testing the waters on how much power he really had? well, he found out. it wasn't limitless.
There was another twist. Harriet Meyers was the person that Bush appointed to recommend a suitable Justice to him. Basically, she headed up the task to find the right person... and she apparently selected herself. Cute huh? Talk about an unhealthy organization.

President Bush carefully searched the entire nation looking for the most qualified person for this second-most prestigous position in the judiciary (first being Chief Justice). I guess the search ended down the hall with Harriett, who has never been a judge before in her life.

she was not smart enough and was never intended to be on the court but used as a shill to be so bad that the one they really wanted would look good compared to her. it was her idea and she volunteered for the job. It worked
