Frank Lampard is ranked 2 best in the World after Ronaldinho and i'm talking about official rankings.
In November 2005 he was named the second best player in Europe, losing out in the European Footballer of the Year awards to the Brazilian midfielder Ronaldinho. A month later he finished in second place, once again behind Ronaldinho, in the 2005 FIFA World Player of the Year awards.

Ronaldinho is no doubt the best soccer player on the planet. However, in the last 10 years of the sport Zinedine Zidane is/was the best soccer player worldwide...His raw talent and skill along wih his mind for the game was a step above any player.
As of now I would have to give Thierry Henry the nod as second best footballer on the planet. He does things way beyond the call of duty for a forward. He is much more than just a striker, he is a total footballer. Frank Lampard is also a very good player, i would rank him third, just because he had a good year last year doesnt mean he is second best.

All depends on positions really. Raul of Madrid has been a consistent performer for them and a loyal player. Tevez of Argentina is meant to be class but we have not see that at West Ham yet. Messi of Barcelona too. Urrmmmm....... Rooney and Ronaldo at Man U. Henry of Arsenal is class and in my opinion more useful to a team then Ronaldinho and I pray he joins WEst Ham

In the EPL, several players are really good when they're on form:
Rooney, Lampard, Gerrard come to mind.
Still waiting to see the best form from Ballack, too, he could be a contender.
