Strays, basically tramp dogs. The only friends some of them have.

There are a large number of feral dogs out in semi-urban and rural areas of America. Sometimes they have pups. Sometimes, when these pups have yet to die or learn to be feral, they smell food that a tramp is preparing and come by to beg. If a tramp is feeling lonely, generous, or long-range avaricious, he may share food and save a dog from learning to be feral.
That's one answer.
Another is that those whom you have labelled 'tramps', were not always 'tramps', and when they had jobs and places to live, they probably bought a dog or a puppy. Later, they experienced a run of bad luck or bad judgement and lost everything, and are now wandering around looking for a way to climb back up to having jobs and places to live again.
They are not helped in this process when you label them.

From those horrible people who chuck their dogs out of cars or tie them to lamp posts before they go on holiday or just after Christmas, just because they can't be bothered paying kennel fees or the poor dog chewed something for been left alone so long, those dogs who end up with tramps are better loved and looked after than they were by their previous owners.

Unfortunately there are so many stray dogs around and many tramps like them for companionship, these tramps will look after their dogs and care for them. Then there's the 'mercenary' tramp who uses the dog as a begging prop.

I think the find them wondering around but there used to be a guy in town he had 3 dogs one was just a pup so dont know where that one came from but those dogs were so well cared for, he would sit shivering while the 3 dogs lay on or in his coat and the pup was always covered

I believe the standard prop of the street corner beggar is a doleful looking dog. They loan them out to each other when they are doing a stint of begging / Big Issue selling, as they net more earnings. Then its off to get a fix or cigs and booze. Easy days work!!

My last three dogs were given to me by people who did not want the bother of taking car of anyone but themselves. Works good for me since I don't want to take care of myself but do like to take care of dogs.
