Marriage rites and customs are not from primitive tribal laws to improve the gene pool. Also Brides were never traded at the annual market place, at least not in most cultures that I have heard of.
But to answer your question is that the laws don't evolve is because its not an evolution process, it's a belief process. Peoploe want to sleep around outside of marriage, they want gay and lesbian partnerships. So people take marriage amendment to court such as is what is happening in America today, that way there conscious has nothing on wich to hold them accountable.
People in general hate having to be held accountable so they go against their conscious a little at a time until their heart is so hard that they don't feel any guilt, But if it's backed up with law then they actually have the go ahead to not follow the laws of marriage. It hasn't evolved because people in general don't want it to...

I don't think marriage rites and customs are hardly the same at all.
For example:
no more dowry
no more father choosing the husband
people are even moving away from "man and wife" to "husband and wife"
or they don't feel the need to get married at all
I'd say things are a lot different now

the mariage rites and most of the customs have changed. over time. but the main part the joing of two people together in the bonds of marriage has not changed for hundreds of years.

Who said civilization has evolved? I think though that things stay the same though because there really is no reason for it too, at least in most peoples eyes. Me, I have to sya that I don't really see any reason for peole to get married. I mean, do you really need a piece of paper to say that you'll stay with one person forever?

Marriage customs have changed. We don't see dowries in civilized countries. And now we have prenuptial agreements! We have couples giving themselves away rather than their parents.
We still need to raise children and it takes 18 years to do that--longer if they go to college. We need to stay together rather than split up and make the lawyers rich!
