Flirting is all about body language, eye contact and small doses of physical contact.
People who flirt often copy the body language of the person they are flirting with and have slightly prolonged eye contact and also little touches on the arm or something. It isn't really wrong its just human nature. When we are attracted to someone we let them know. This doesn't always mean we fancy them or want to sleep with them. Sometimes we are just fascinated by their intellect or something else about them. It can be inappropriate if you aren't getting the signals returned and don't back off.
Personally I think women are better at it for a number or reasons. I think in general women are better at being subtle, more in tune with body language etc and also a lot less likely to flirt at inappropriate moments. I mean I had a bang to the head and had to go to hospital and the doctor started telling me what beautiful eyes I had... That really is the wrong time and just not on.
That's another thing... men still seem to think that Corny lines or cheesy chat up lines constitute flirting. To be honest I think that makes most women nauseated.

It sometimes is wrong when you go too far. If you were hitting playfully this girl in the arm but she said it hurt, then you wouldn't hit her more because you thought that was HER way of flirting back. Make sure to listen to the tone. The motivations are crushes and wanting to act cool with the same gender. Men have less ways and are limited to flirting because in today's society, men are usually who rape boys and girls. You rarely hear about a woman raping a boy..or girl? Flirting can be a bad thing because not everyone always knows what you mean by what you do or say. Don't make a girl feel uncomfortable, you will just chase them away and if you liked her, well you blew it.

All I know is whenever I consider something to be flirtatious behavior toward me, it's always something else.
And whenever anyone flirts with me, I never catch on enough to consider it flirtatious!

Flirting is a body language that anyone does, whether intentional or not, to attract the opposite sex. This behavior is not wrong but it will be when one's feeling is involved and hurt at the end.
When someone does the first move, then that is a sign for me to behave flirtly...hehehe...just kidding...but a sign for me to get interested to that individual. :)

I consider it to be when you intent is to attact and pursue the opposite sex. If you in a committed rrelationship its bad if you let it go too far. I think women are the biggest offenders
