i have dark brown hair and eyes too!
this is what i do:
i use a black eyeliner, it's not a pencil, and it's not the liquid, it's sorta like a 'glide-on' type thing, really easy to use.
-i apply it thin, otherwise it makes my eyes look too dark, and i do both the top and bottom
-for a more 'glam look' use an eye shadow with the eyeliner and sort of blend the eyeliner with the eye shadow for a more smooth look, and opposed to just the eyeliner which could be more subtle.
good luck! :)

1) don't use liquid eyeliner...it runs and makes u look old.
2)I would recommend black eyeliner pencil...Cover Girl has Outlast smoothwear at Target for, like 5$ and it lasts all night, u don't have 2 worry about it smearing.
3) apply only at the outer corner, from the corner until even w/ur iris (the colored part)
4)apply only a thin line BEFORE EYESHADOW, and then when ur finished w/shadow, smear liner lightly with a Q-tip or ur finger
5) To make ur eyes look bigger, apply black mascara on the top lashes and brown on the bottom (I recommend Marathon mascara by Cover Girl (a green canister, tube thingy) from Target for $6-ish...) it's waterproof)
*****For removal, use Almay eye-makeup remover GEL....it'll get everything off!***********

When I use eyelinger I always put it on the top and bottom. I dont wear it like models do and put it on the top lid. I wear it under my eyelashes. I dont have big eyes either but when I do wear eyeliner it makes them look big and bold. I normally go for the dark outline. I never change the width of the line. I never wear liquid cuz it runs easily and then it gets in your eyes and stings and burns then you look like a mess. Personally go for the pencil a dark color both lids same width

I have the same eyes and hair and I've worn black liquid eyeliner on my top lids thicker, and just a bit smudged into the bottom outer edges. But because you have smaller eyes just try the top lined.

i think a light brown liquid eyeliner. >> think it will reveal your eyes more. I think you should only do the top lids and nicely layered. You don't want to cake your face like a clown, nor cover the whole region of your eye looking like the grudge. ^.^ basically, anything that suit you best. If this doesn't help go here.

Whow! Sounds like you have great eyes. Sounds like you should use black-brown. Sounds like pencil to the inner lower lid. Sounds like wide at the end.

bottom pencil, top liquid, if you want more dramatic, use black, if softer use brown, whatever you want. Thick or thin is your choice itll usually look fine. If you want cateyes go for wider, BAM
