That would never happen. College isn't for everyone. Most people, in fact, don't go to college. Personally, I think more emphasis should be placed on trade schools and vocations. With the notable exceptions of doctors, lawyers and such, how many people with a college degree actually need it in their line of work? It's really more of an elitist thing in my opinion. It's true that quite a few people doing blue collar jobs do have some college background.
Police officers and firefighters are considered "blue collar." Some departments actually require a bachelor's degree, although most don't.
Anyway the "Haves" can't exist without the "Have Nots", therefore there would always be a way to find people to do those jobs. Simply raising the pay rates would make many of those jobs instantly appealing to many who would otherwise take a pass.

I think in the immediate future, the college degree will become the new "high school education" good only for attaining empty level jobs with no prestige or chance of advancement. Case in point recently a relative of mine was applying for a mundane office job and they wanted a 2 year degree in anything-anything, let alone something related to the work, to deem an applicant worthy for a $9 an hour job, yet the interviewer unironically complained about how difficult it was for them to keep the job filled.

For the record there are people with college degrees doing what you term blue collar jobs. I know that when I worked with LSI Images, our neighboring business was LSI Metal Fab and there were guys who had college educations that were enjoying the "blue collar" job more than they enjoyed the "white collar" job. By the way I have 2 college degrees and do not consider any job beneath me and no one should because there may come a time when they are going to have to look for a job and this may be what is available.

The smarter boys would be doing the construction jobs and janitorial work. It takes common sense to do these jobs and many college boys don't have that...

College students.
Already there are large numbers of college students graduating with a degree and 100 grand in debt. Which, even with a good job is hard to pay off. Especially if they have a family, a house, a car etc etc to take care of.
My advice, if your going to college, save up a huge chunk of money to pay for it before you go. Loans will kick your butt. Scholarships are a god send.

A college education won't cut it forever. Hell, it barely cuts it now. People will have to go further in their education (Masters, PhD) in order to have managerial positions.
