This is yet another case of language barrier.

I am assuming she is in India.

I do not know what you mean by ece engg or consultancies. I assume it is a full flaged engineering degree, you mean cosulate.

But I know that most country will not give visa without admission to an institute.

Actually institute gives the visa form with all the information , you need to take that to an embassy or consulate. Most will require financial support document, bank statement of funds, reserve bank exchange permit, passport health papers..........

There are countries that need educated people from time to time they allow work Visa. In that case you will need a job.

Some will allow a person to enter the country even without a job. they will trave as immigrants as a rule.

Your sister shoud have asked this "q' in the first place. If she is going to an English speaking country she need to know english well enough to understand other people and other people need to understand her also. This is true in case of other countries like Spain or Francea or Germany.
