The fish is actually breathing the oxygen in the water. If you put the fish in a sealed bag of water and took it into space, it would have only a very limited supply of oxygen, just like if you were put in a sealed bag of air and put into space. Soon it would deplete all the oxygen within the water and suffocate.
On earth, the water becomes re-oxygenated as a result of contact with our relatively oxygen-rich environment. This occurs via diffusion. There is more oxygen in the air than in the water, so some of the oxygen enters the water to move closer to a state of equilibrium. This oxygen is then available to the fish.
Increasing the area of interface between the water and the atmosphere makes this process more efficient. One way to do that is to use a fish bowl with a wider mouth. A better way is to use an aquarium pump to bubble air through the water.
This process could be replicated in space by pumping oxygen in a concentration comparable to that in earth's atmosphere into the fish tank. Fish in space are just like people in space - they need a supplemental oxygen source. In fact, a large variety of animal species have traveled in space, primarily on the space shuttle.

Tilapia was chosen not only by MorningStar Fishermen, but by biologists at NASA, as the optimum fish for aquaculture in space because this fish has features that seldom occur all within the same fish species. The actual fish that traveled with Senator John Glenn in his second trip to space now resides (and is on display) in the Florida Aquarium in nearby Tampa Bay area of Central Florida.

no, the fish would die because believe it or not they need air too. That's why bubbles sometimes come out of their mouth plus they have to eat food and if they drink all the water.... The water will become dirty too.

WIthin a contained, insulated environment (like a space station), I'd think it was plausible. But a water-filled baggie left alone in the cold vacuum of space would first boil, freeze, then explode in my less-than-scientific opinion.........
