I know in 2005 they made a law preventing some lawsuits but is there a strict limitation on how much a civil litigator can make?

Yes. Rules of ethics require all legal fees to be REASONABLE. Just what is reasonable, you ask? Many factors go into the computation -- including results obtained, skill, experience of the litigator, difficulty and novelty of the legal issues involved, whether the case was contingent. yes, but it varies state to state depending on the type of suit. There's not a black and white number.
