You could also report him to the local code enforcement officer.

If your on a section 8 type-the housing authority,if your in a home rule community or city,their should be a code enforcement officer to report to.Be prepared to possibly be evicted,though.

go to your town hall, or court house and they will be able to tell you what is the correct way to handle the situation.
