I would think that you would need health papers and to make sure that he was upto date on all shots... Call your airline and ask them what it would take, they would know what you need.

International health cart.. issued by vet. it shows the required shots It has to be isued in the last six months to be valid.

Make sure he/she either has a green card or citizenship, no! joking, I believe he/she needs to have the shots current and paperwork that you do own the puppy!

YOU NEED TO TAKE YOUR DOG RECORDS THAT HE HAS HAD ALL HIS SHOTS AND DOG LICENSE. ALL CURRENT.

KEEP YOUR DOG WITH YOU AT ALL TIMES WHILE IN MEXICO AND NOT IN THE CAR ALONE. POLICE CAN BREAK YOUR WINDOW LEGALLY AND SAY IT WAS TO RESCUE YOUR DOG.
