no he can sign it over to you and some banks will let you deposit it but he has to have an ID to do it

Well I would be wondering how he got a refund check if he has no ID? he should have a social security card with his his name and number on it, he can use this sometimes cash it at walmart. Or at one of those check cashing place. Otherwise you will go to jail for forgery, and if you cash it in the ATM they will catch you. One other suggestion is to ask the place where he received the check from( IF it is local) where they might recommend.

If you have a bank account and enough money in your account, you could have him sign it, take it to your bank and ask for cash. Or, if he trusts you enough and you don't have enough money in your account, you could deposit it, wait till it clears then write a check for cash and give him the cash. There is nothing illegal or unethical about what you're trying to do, so your bank >should< be willing to play ball.
Don't believe the guy who said it's forgery, he's wrong according to the scenario you've described.

I believe if he signs the back of it first, then you sign right underneath his signature, and put your account number under that, then go into your bank and show your id and deposit it into your account and then wait for it to clear and then withdrawl it and give him his money, that should work. As long as everything is on the up and up and you and he have an honest agreement there should be no problem. If he does not agree to this you do it anyway and he does not get his money afterwards, then it is a federal crime and the FBI would get involved.

Legally he could endorse it over to you. He would write 'Pay to the Order of (your name)' above his signature in the endorsement. Finding someone that will accept it may be difficult. You will probably have to deposit it into an existing account in your name. The bank may hold not allow you to withdraw the funds immediately. Ask them before you try.

Banks nowadays are much pickier about how checks are handled, especially when fraud and identity theft have become such a huge problem. Your friend needs to get an ID.

(Your name) and you can cash it or put it in your bank account, then get cash from him thru ATM

I am sure he can just sign it over to you in your name. All he has to do is endorse the back with both of your signatures.... or go to a mini mart with a check cashing machine and he can do it there himself.
