Go door to door in the neighborhood WITH her (not her alone) and introduce yourselves..You also want to be checking out any neighbors who might want to hire her to make sure THEY are okay if you get my drift. She can help clean out garages and closets, wash cars, housework, water lawns, wash dogs and walk them, all kinds of chores and help with yard work and babysit if the "baby" is old enough. Maybe she can even help younger kids with their home work. That way she will be in say a five block radius close to home and people can meet her and you.
Maybe she can even make cookies and pies and cakes and other treats and sell them too.

That kid seems to have the credentials to run a babysitting referral service if she cannot personally babysit. Why not set up a network of older and qualified babysitters that she can get money from without even having to sit... match babysitters with job needs. She can just schedule things (referring only reliable and referenced sitters), give tests on "what if" situations, and make $1-2 per hour just arranging things. In her spare time, she can write a book on babysitting for young people as a sorta training manual to sell to those sitters who need a "what if" refresher. There's an extra couple bucks!!!

Unfortunately most jobs will only hire people of 15 years old and older. You could find odd jobs such as babysitting, and helping people shovel walkways and rake leaves, and other jobs around your community. You could ask your parents to help get the word out that you are looking for jobs.

Maybe put up flyers advertising that your daughter is willing to do "odd jobs" for people. Can she mow lawns? pull weeds? walk dogs? etc. Once she earns people's trust with easier jobs, maybe they'll then let her babysit.

Post signs around your neighborhood (or other better neighborhoods if you don't live in one that you don't feel comfortable with her being in) or put signs on your neighbors' doors.
