Did you bleed the air out of the cooling system after changing the coolant? Air bubbles in the system will do this. Their are two bleed screws on the motor.

Your fans should come on about 226 degrees F. Where are you loosing coolant? The 3.8 engine sometimes leaks coolant into the intake manifold where the EGR passage is. Sometimes this will cause the cylinders to fill with coolant and it can break the starter. They also leak at the seal where the throttle body bolts to the intake, some of these were recalled to have the nuts replaced, and a sealer added to the system.

You have air bubbles trapped in the cooling system. There more than likely is a bleeder screw on your thermostat housing. Crack this open until nothing but coolant comes out and tighten back up. Then top off your radiator or coolant tank.
