Hmmm... I think you will need a lot of practice to overcome it!

I would say 80%. Or I was just a natural. but before every race I would vusualize, almost meditate about the race and go over it in my mind. I didn't run a lot, but did my practices 110 percent, and everything my coach asked. So once I started winning, I never quite and it became more mental, almost to a cocky level, but it worked. Ran 4:10 mile in high school, ran 1:51 half mile. Ran and won, and set state records in 4 events at state in two days. Went to Kinney Cross country championships twice and got 4th at nationals. Got 1st at indoor nationals in the 800 ( was so relaxed and meditatin, fell asleep just before the race and almost missed it.) So if you tell yourself you can do it you can. Be positive and visualize what you want to do, and it will happen.

If two people are of a equal fitness level it's mostly mental. However race strategy plays an important role, but strategy is mostly about breaking your opponent down mentally or not falling apart mentally yourself. So when you come to if you remove fitness it is completely mental.

Assuming, as you say, you are as fit as him, then mental conditioning will be the key factor in knowing who will be tougher or the winner in the race. Mental toughness and conditioning is a big factor in running a race. The longer the distance, the more mental the race becomes.

Try your best but listen to your body. Your mental toughness will allow you to push yourself to your physical limits, but overexerting will lead to injury. Good luck!

In a book on running (sorry I forgot the name) they mention a "stopping" reflex that we each have, and that if you can overcome that reflex, you can do better.
