some free "legal" tools to create a website is...
if you know xhtml, then u can use notepad
but if you dont know, your outta luck, u might have to go illegal on this one or get a book and learn html
graphics wise, i dont know too many good free graphics programs thats a few steps down from photoshop...but go to
