im going to mexico city and there are people telling me i need a passport and then there are people who say i dont need one i just need my birthcertificate?

No currently FOR ALL US CITIZENS:
Travel documents to Mexico is: either valid Passport or
Government photo issued ID card with a State issued Certified Birth Certificate you must have both if you are not using a passport
After holiday travel January 8th or end of December 2006 ALL US CITIZENS must have a valid passport to come in and out of the USA.
I am a travel agent and this is standard for all my clients and with US Customs and immigration. People are having problems when they are just traveling on birth certificate and not government photo issued ID or vise versa. Or documents that are not certified or the original.

I can tell you that you will definately need your passport to enter and to exit Mexico.
I have travelled there a few times from Australia, and that is definately a requirement.
May I suggest that you do not carry it with you when you go to Mexico, and if you are staying in hotels, keep it under lock and key, as well as any other valuable items, Find out where your countries embassy is in Mexico and let them know that you are there.
Do not catch a cab unless you arrange for it at a radio taxi stand, and learn some spanish, you will need it!!

New Requirements for Travelers
The Intelligence Reform and Terrorism Prevention Act of 2004 requires that by January 1, 2008, travelers to and from the Caribbean, Bermuda, Panama, Mexico and Canada have a passport or other secure, accepted document to enter or re-enter the United States. In order to facilitate the implementation of this requirement, the Administration is proposing to complete it in phases following a proposed timeline, which will be published in the Federal Register in the near future.
In the proposed implementation plan, which is subject to a period of initial public comment, the Initiative will be rolled out in phases, providing as much advance notice as possible to the affected public to enable them to meet the terms of the new guidelines. The proposed timeline will be as follows:
January 8, 2007 - Requirement applied to all air and sea travel to or from Canada, Mexico, Central and South America, the Caribbean, and Bermuda.
January 1, 2008 - Requirement extended to all land border crossings as well as air and sea travel.
This is a change from prior travel requirements and will affect all United States citizens entering the United States from countries within the Western Hemisphere who do not currently possess valid passports. This new requirement will also affect certain foreign nationals who currently are not required to present a passport to travel to the United States. Most Canadian citizens, citizens of the British Overseas Territory of Bermuda, and to a lesser degree, Mexican citizens will be affected by the implementation of this requirement.

As of Jan 1, 2007, you will need a passport to travel to Mexico or in fact anywhere.

I went to Mexico just recently and they have just changed their policy; you do need a passport to get through customs. They had changed it while I was in Mexico and there were some people who had used just their birth certificates to get in, and then had trouble with customs trying to get back to the states because they didn’t bring their passport with them. Make sure to bring your passport, and have fun in Mexico.

I WAS JUST THERE THEY DID NOT ASK FOR ANYTHING BUT I JUST WNT TO TJ
MY NEPHEW FLEW IN AND HAD TO HAVE HIS BIRTHCERTIFCATE NEXT YEAR THEY WANT PASSPORTS
