Draco, a 7th century BC law scribe, enacted extremely harsh punishments, including the death penalty even for minor infractions. Forced slavery for infractions was also common. Many of his punishments were revised and relaxed under Solon a century later.

Common punishment included slavery, death, ostracism (from the city), Atimia (loss of citizen's rights), and fines.

Might not of stopped crime, but it sure cut down on repeat offenders
