How big is your bunny's cage? It should be large enough to fit a litter box, food bowl, water bowl (or hanging water bottle), toys, and a hidey box (rabbits like to be able to crawl under something).
You might want to put a litter box in. We just line ours with newspaper and top with hay, which has many advantages: cheap, bunny gets to eat and poop in the same place, and it encourages your bunny to eat hay. I wouldn't use shavings at all - both pine and cedar are very dangerous for your bunny and I would think aspen shavings would be messy. Also you can use other litters, just don't juse clay or clumping kitty litters. Here is some information on litter boxes

If your bunny is young it is more difficult, but not impossible to litter box train. And neutering/spaying will help.
When we had a cage, we just lined the bottom with newspapers so they could dig to their heart's content.

You'll find that if you go the home page you can find almost anything you need about rabbit care.

Bunnies like to dig, so try putting an old phone book inside her cage to dig at and rip apart. As long as she doesn’t ingest it, it can be a fun toy and keep her occupied. Some other toys you could try are cardboard boxes to play in and chew on, or filling toilet paper rolls with timothy hay.

Edit: My bunnies were both litter box trained and did not use shaving in their cage either, so it is not like his/her rabbit is laying in a urine soaked cage for people not familiar with a rabbit that is well litterbox trained.

Do you have anything in the bottom to absorb it's urine?!?

If you don't you'll want to pick up some kind of bedding to put at the bottom. Also..rabbits naturally dig (females more-so than males) and it could be doing that out of boredom. Do you have any toys for it?

***ADDITION******
oh okay! You have a litter box in there. Probably just get her some more toys...there are a bunch of cute rabbit toys at PetSmart. They mostly wooden, have bright colors and some come with bells or treats inside. Also...if you don't put fertilizer on your grass you can set up a play pen outside and let her romp around. She'll probably dig out there (if you don't mind holes in your yard).

You need to read about rabbits. You should read The House Rabbit Handbook. Don't put cedar shaving in with the rabbit it will internally harm them. Don't put kitty litter in the litter box that too will make them very sick,. You should fill the litter box with carefresh bedding or wood stove pellets. Good toys include plastic abby keys, paper towel tubes, paper bags, untreated wicker baskets and dried apple branches.

Well, bunnies LOVE shavings i suggest carefresh because it is safer then wood shavings and a lot easier to clean. Also, my rabbits love a toilet paper roll (the brown cartonish part when you run out) because they can chew it and play with it. Chews are a very good Idea, yet one of my rabbits doesn't even look at it. And yes scratching is ok, i don't know if you have one but litterboxes makes cleaning easier! Good luck

Hello, It is very normal for you're bunny to do that, if you want to add the shavings to the cage you can, and also it will help with the dropping it makes. When did you get you're bunny? We love our bunny.

He probably is bored and needs some simulation. Get him some shavings and toys (See http://answers.yahoo.com/question/index;_ylt=At0ieqBoWCD9BxUb0mSjkYTsy6IX?qid=20060927155520AA86Xmk) Make sure you play with him and change the shavings every other day.
