An observation is something you see with your own eyes. A fact.

An inference is something you conclude [based on fact]. A theory.

You observe something by looking at it. You infer things from what you observe. For example, you sigh, drop your stuff on a table, and plop down in a chair. I observe all this and infer that you are tired.
